Remove ignoreLineWidth assert in PAD::TransformShapeToPolygon

Browse Source 
The parameter is unused in the pad implementation and inherited from
the BOARD_ITEM virtual interface. Callers may pass any value without
consequence.

Resolves KICAD-130R
