fix: cancel active tasks on meta-instance cascade delete
Previously, DeleteMetaInstance cascade-deleted backing instances without cancelling their active tasks, leaving orphaned task references. Now emits TaskStatusUpdated(Cancelled) for Pending/Running tasks before InstanceDeleted. Also adds lifecycle logging for meta-instance operations, a GET /meta_instances endpoint, and 2 regression tests. Co-Authored-By: Claude Opus 4.6 <[email protected]>
