docs: seed vehicle, regulatory, design domains

Create domain 00-vehicule (technical sheet, initial state, photos),
10-reglementaire (VASP pathway, compliance checklist, contacts), and
20-conception (implantation, weight tracking). Establishes foundation
for bus conversion project documentation with mandatory weight tracker
referenced by CLAUDE.md.
