feat(personas): add persona discovery, research, and generation prompts

Create three prompt files for the persona generation pipeline:
- persona_discovery.md: Analyzes project for user types
- persona_research.md: Optional web research enrichment
- persona_generation.md: Generates detailed persona profiles

## GRACEFUL DEGRADATION
If web research is unavailable or limited:
1. **Still create research_results.json** - Use reasonable inferences
2. **Note limitations clearly** - In `research_limitations` field

4. **Don't block generation** - Partial data is better than no data
