The second parameter of the wait method should be a string
so passing boolean false was wrong. The default on for the
script is 'false' which works cross Mink drivers.

Creates a new method of handling all the section related icons.
Including a new method that places these actions in a menu for topic and
weeks course formats. (This version replaces "Edit" with "Topic/Week/or
Section menu")
A confirm dialog is given when Javascript is off but not when it is on.
This aligns the two so that they neither have a confirm when duplicating
an activity.
The following used steps were replaced by the ones
added in this issue:

It should be possible for activities to be visible even when the section
they are in is hidden.
However, when a section is hidden, all activities in that section are also
then initially hidden. Therefore, this commit splits out the hidden test to
a new test so that the initial state of activities after hiding can still
be tested.
In certain situations, the click event is propagated through to the
hideIfOutside and immediately closes the menu.
This happens when blocks are dock for example.
