The PADS parser failed to detect BASIC unit mode for files with trailing
description text after the header delimiter (e.g. ClaySight_MK1.asc with
header "!PADS-POWERPCB-V10.0-BASIC-250L! DESIGN DATABASE ASCII FILE 1.").
This caused all coordinates to be scaled by MILS_TO_NM (25400) instead of
BASIC_TO_NM (0.667), producing 1207 overflow warnings per import and
filling CI log buffers.
Fix header parsing to find the closing '!' delimiter within the line
rather than requiring it at end of line. Fix fallback detection to search
for "BASIC" without requiring trailing "!". Fix PADS unit code "I" which
means INCHES, not MILS. Fix UNDEFINED_LAYER on user field attributes by
falling back to Cmts_User when the PADS layer has no mapping.
Remove <id> tag from <provides> in metainfo XML which is rejected by
appstream-util validate-strict as an unknown tag.
