Seth Hillbrand f668bc2307 Fabmaster: use SYM_NAME as fallback when REFDES is empty in PIN section ...

When a Fabmaster file is exported from a board containing only components
(no netlist), the REFDES column in the PIN section is empty. The importer
now falls back to using the SYM_NAME field to match pins with their parent
footprints.
