Recommendation is to avoid using the year nomenclature as this
information is already encoded in the git repo. Avoids needing to
repeatly update.
Also updates AUTHORS.txt from current repo with contributor names

Pcbnew: get footprint by name doesn't have to be a member on PCB_BASE_FRAME
...
This function doesn't access anything private to PCB_BASE_FRAME. So
split it into a static and slim the PCB_BASE_FRAME API just a
smidgen.

Remove overly-complex snapping layer for moving objects.

We now have a hotkey to select Active Layer vs All Layers,
which gives the user more control.

Confine allow-locked-pad-selection-even-when-filtered to single-select.

Yet another overhaul to locking.
...
This unifies everything under a single architecture with a "don't
show again" dialog. Since everything now goes through the same
path it should be reasonably easy to make it do whatever we want
in the future.
Right now it presents 3 options: modify only unlocked items, override
locks and modify all items, or cancel command.
