Revise Copyright statement to align with TLF
...
Recommendation is to avoid using the year nomenclature as this
information is already encoded in the git repo. Avoids needing to
repeatly update.
Also updates AUTHORS.txt from current repo with contributor names

Speed up shutdown
...
When shutting down, we shouldn't need to do a lot of things like
resyncing the PNS world multiple times that can really slow down the
process
