Five call sites independently reimplemented the same
time-gated throttle pattern. This consolidates them all
into a single THROTTLE class backed by steady_clock.
Three call sites duplicated the wxWidgets YieldFor workaround
for timer-event backlog (wxWidgets issue #26192). This replaces them
with a shared DrainPendingEvents free function.
The progress dialog is initialized with an empty message string. This
causes all subsequent message to be nearly completely clipped because the
initial dialog layout is done with the empty string.
This is fixed by laying out the dialog in the derived object dtor.

Recommendation is to avoid using the year nomenclature as this
information is already encoded in the git repo. Avoids needing to
repeatly update.
Also updates AUTHORS.txt from current repo with contributor names
Removes old defines and work arounds for earlier wx versions and adds a
CMake requirement to use at least 3.2 (or the minimum matching wxPython
version)
* Make the app progress indicator only have the indeterminate state
when the taskbar indicator is used (causes an uused variable warning
on wx<3.1)
* Remove unused dry run variable in pcb_netlist.h
* Remove unused forceDropAnnotations from the paste special dialog
since the dialog only controls keeping them.
ADDED: Progress indicator in the taskbar
This adds a progress indicator to the Windows and macOS taskbar
icons to display the progress of some operations.
Note, this requires wxWidgets 3.1+
