Revise Copyright statement to align with TLF
...
Recommendation is to avoid using the year nomenclature as this
information is already encoded in the git repo. Avoids needing to
repeatly update.
Also updates AUTHORS.txt from current repo with contributor names

Turn on library filter when library is selected.

It's a pretty good clue that the user wants to filter the footprints
by library (as it has no other purpose).
