Coverity error fixes.

* Fix unitialized variable in MSG_PANEL_ITEM default ctor.
* Fix a bunch of uncaught exception issues.
* Fix a memory leak in the NETLIST_READER::GetNetlistReader() when an
  an attempt to read an invalid net list file occurs.
