Martin Dougiamas ad0ae2610f MDL-23187 Generic ratings and comments permissions now appear on course pages, AND are added to authenticated user role. You need these PLUS specific module permissions to actually be able to do any ratings/comments, so it makes sense to show them. Not happy about usability of needing two permissions to switch it on but it does give a lot of extra control.
