Matt Clarkson 3ee0495c62 MDL-60105 mod_folder: Set timemodified on change

Changes to the folder contents were not resulting in the
timemodied of the folder activity being set. This prevented
global search from picking up the changes.

Folder module
=============

Folder module is a successor to original 'directory' type plugin of Resource module.

This module is intended for distribution of large number of documents.

TODO:
 * reimplement portfolio support (MDL-20070)
 * new backup/restore and old restore transformation (MDL-20072)
