This implementation will de-couple the participant filter from
core user to core so its easily usable to any api in core or any
community plugin. This removes the dependency from the core_user
and creates a nice api where it can produce filterable objects.

The following commit fixes the current logic that is used to return the
selected option and take into account structures with group options.
Also, it adds a default value to the $labelattributes class property to
to fix the issues that occur then the label is not explicitely set by
set_label().
This interface allows a templatable to provide a template name via the
'get_template_name(): string' function and have it automatically
rendered via a standard 'render()' call.
Add the Enrolled users in the tertiary navigation when the user has
the capability to view enrolled users but not review enrolments but has
other user administration capabilities in the course.
- Allow the tool to generate secure, one time, dynamic registration
URLs for use in supporting platforms.
- Registration endpoint, which validates the one time URL, makes
the registration requqest to the platform and adds the approriate
tool registration changes in the tool on success.
- Admin settings pages make use of the 'copy to clipboard' module
which is now in core.
The current manual completion button triggers an event to alert the page
of any completion change. This event is capture in the course page by
the core_courseformat/local/content module but it was ignored when this
happens in an activity page. Now the activity header has its own
component to capture this event and support possible future reactive
actions.
