Create a new profile field type, move all existing content of the fields
'icq', 'skype', 'aim', 'yahoo', 'msn' and 'url' in the mdl_user table to
theses new profile fields if needed.

Adds 'email' to hiddenuserfields, which allows:
* user to view email on their own profile,
* users with cap site:viewuseridentity to view email on any profile (admins/teachers)
* admin to veto display of email to users without site:viewuseridentity (except viewing their own)
* unprivileged users to view if the profile's maildisplay permits it.
Changes in user/lib.php include removal of is_siteadmin() test, which
is redundant due to checks via has_capability().
Fixes regression from 2.9 (MDL-45774).
This patch replaces all homegrown timezone
stuff with standard PHP date/time code.
The main change is the introduction of core_date
class that returns normalised user and server
timezones. From now on nobody should be using
$CFG->timezone or $user->timezone directly!
Other new features and fixes:
* admins are prompted for timezone during install
* editing of other users is finally fixed
* timezones are displayed in user profile
* new $this->setTimezone() in phpunit
* time locale is now automatically reset in phpunit
* timezone is now automatically reset in phpunit
* phpunit has Australia/Perth as default timezone
Existence of admin settings must not depend on other settings,
especially not from other plugins.
In any case somebody should cleaup the preference mess and allow
plugins to setup user preferences instead of hardcoding everything in
core.
course, cohort, enrol, role, groups and forum used to use hard-coded
MAX_USERS_PER_PAGE=100 for rendering user list. This has been converted
to $CFG->maxusersperpage.
This patch includes:
* user management suspend UI tweaks and other coding style improvements
* suspended info in user profiles
* suspend option in advanced edit form
* suspended user filtering
* hidden user fields option for suspended field

This change:
- Renames the existing setting 'extrauserselectorfields' to 'showuseridentity'
in preparation for using it in more places. (Upgrade change, new version.)
- Adds a new capability moodle/site:viewuseridentity, now required in order
to see the extra fields; if you don't have the capability, you don't see them
- Slightly improves the display of extra fields in user selector list; it used
to be like 'sam marshall, 01234567, email@address' and is now
'sam marshall [01234567, email@address]' ie the fields are in square
brackets
- Turns feature on for the group selector - the feature was enabled for other
user selectors but not for the group selector. Tim did the disable code, he
thinks this may be to do with more people having access to group selector -
probably not a problem now it is controlled by capability.
Frontpage role selection now allows only guest and frontpage roles. Default forntpage role is selected duuring install. Unused nodefaultuserrolelists option was removed completely. Coding style improvements.
Strings related to users uploading moved into admin.php component. Fixed
calling of new help strings. Fixed incorrect strings call.
The script also copies instructions from two previous commits as I
forgot that the commit must touch some string file to being parsed by
amos.
