This implementation will introduce a qbank plugin "previewquestion"
which will view the preview question action in the question bank
actions by replacing the core classes, scripts and yui modules.
This plugin will also replace the preview option in the edit
question form. Having this plugin will give users the
flexibility of enabling or disabling this feature from
the question bank view.
This change will also allow other qbank plugins to add
elements or information in the preview question page
by implementing a callback. It also changes the pop
up to page redirect from base view page to make sure
any changes in preview reflects in the base view, for
example, comments added and the number of comments in
the comments colum changes while back from the preview
page. Other locations like edit and qtype plugins where
the preview is implemented, stays the same.

* When a label is passed to an (advanced) checkbox and no text
was provided, the label will be displayed on the right of the the
checkbox element. So there's no point in passing an empty string for
the label just to render the text to the right of the checkbox.
Note: The ddmarker question type was previously getting the number of
keypresses wrong. This was because it was using both keyDown/keyUp, and
also keyPress. As a result each keypress was essentially happening two
times.
The optional parameters of assertEquals() and assertNotEquals()
are deprecated in PHPUnit 8 (to be removed in PHPUnit 9):
- delta => use assertEqualsWithDelta()
- canonicalize => use assertEqualsCanonicalizing()
- ignoreCase => use assertEqualsIgnoringCase
- maxDepth => removed without replacement.

All the setup/teardown/pre/post/conditions template methods
now are required to return void. This was warned with phpunit 7
and now is enforced.
At the same time, fix a few wrong function names,
provider data and param types, return statements...

Why 20210525? (25th May 2021) ?
Because master is going to be Moodle 4.0, to be released
on November 2021. And, until then, we are going to have
a couple of "intermediate" releases:
- Moodle 3.10 to be released 9th November 2020. (2020110900)
This version will be using versions from today to 2020110900
(once it's released the YYYYMMDD part stops advancing).
- Moodle 3.11 to be released 10th May 2021. (2021051000)
This version will be using versions from 3.10 release to 2021051000
(once it's released the YYYYMMDD part stops advancing).
That means that all versions from today to 2021051000 are going
to be used by those 2 "intermediate" releases (3.10 and 3.11).
And we cannot use them in master, because it's forbidden to have
any overlapping of versions between branches (or different upgrade
paths will fail).
So, get that 2021051000, let's add it a couple of weeks to cover
the on-sync period (or a 2 weeks delay max!) and, the first version
that master can "own" in exclusive (without any overlap) is, exactly,
25th May 2021, hence our 20210525.
There is a proposed change MDL-66816 which will change the question
bank UI. This will break any Behat tests which uses low-level steps
like
When I click on "Duplicate" "link" in the "Test question" "table_row"
to perform an action on a question in the question bank. This commit
introduces a new step:
When I choose "Duplicate" action for "Test question" in the question bank
This commit also converts all core Behat tests to use the new step.
Users were getting confused between choice numbers and
group numbers. So choice numbers now show as [[1]] to
match what appears in the question text. Groups are now
letters A, B, ...
In the rewrite is one improvement: drag items now animate when they
are moved, for example out of a drop place and back home. Other than
that, the functionality is unchanged. Also, as far as possible, the
HTML structure has not been changed (althought with changes to the HTML,
further JS improvements would be possible. However, those have been left
for a future issue).

* contactdataprotectionofficer_desc, tool_dataprivacy - removing mention
of link on privacy policy page as it is not yet implemented
