MDL-57182 navigation: fix login failures display in page footer.

A bug introduced with MDL-45893 meant that the failure count was being
reset, causing the footer code to be skipped. This patch fixes that
bug and adds behat tests covering the displayloginfailures feature.

- Update the step to follow links inside a treeview
to work also when JS is disabled.
- Make regions accept header and footer.
- Change some locators refering to non-clean compatible
regions.
- Restricting click to the table row in forum tracking
because seems to conflict with the navigation bar when
using narrow window sizes.
