Note that, because we are under parallel development period,
this is being done in the branch that is going to be released
(MOODLE_310_STABLE already existing) for Moodle 3.10.0 and
not in master, that is the one getting the bump under normal
(non-parallel) periods.

Andrew Nicols 7afd16ad84 MDL-66109 behat: Require newline at EOF 
This change enables the gherkinlint rule to require a new line at the
end of the file. This change is in keeping with existing Moodle coding
style guidelines.

cescobedo bc346cc34d MDL-61916 format: Add privacy implementation for all format plugins 
None of the Course format plugins have any user preference or database table.
They all implement the null provider.

Juan Leyva ef184ad6e0 MDL-61198 course: New function for format to support external config 
New function to return the course format settings for external clients

Tim Hunt 028044707f MDL-49146 single-activity course format: key activity must be visible 
With a single-activity course, visibility to students is controlled by
course visibility. There is no sense in having the key activity not
visible to students, and, if you did, the symptoms were almost
incomprehensible. It was very hard to work out what you had done wrong.
