This just deletes all the upgrade steps previous to 3.9.0. Some
small adjustments, like tweaking globals can also be applied
when needed.
Also includes an upgrade step to prevent upgrading from any
version < 2020061500 (v3.9.0) as anti-cheating measure.
The next commits will proceed to deprecate / remove functions
that were exclusively (usually belonging to upgradelib) being
used by those, now removed, upgrade steps. This is the list
of code to remove and document in upgrade.txt files:
- upgrade_analytics_fix_contextids_defaults()
- upgrade_convert_hub_config_site_param_names()
- upgrade_rename_prediction_actions_useful_incorrectly_flagged()
- \mod_forum\task\refresh_forum_post_counts adhoc task.
And these is the code that has NOT been removed
because it may be needed later (no matter there aren't uses now):
- \core_search\manager::clean_up_non_existing_area(), used by
- \core\task\clean_up_deleted_search_area_task adhoc task
Applied the following changes to various testcase classes:
- Namespaced with component[\level2-API]
- Moved to level2-API subdirectory when required.
- Fixed incorrect use statements with leading backslash.
- Remove file phpdoc block
- Remove MOODLE_INTERNAL if not needed.
- Changed code to point to global scope when needed.
- Fix some relative paths and comments here and there.
- All them passing individually.
- Complete runs passing too.

Special mention to tests under testing/tests:
1) The core_testing component doesn't exist.
2) But testing/tests are allowed because there is a suite pointing to it (phpunit.xml).
3) So, the only possible namespace for them is "core".
4) And to avoid problems with other core testcases (under lib/tests)
they have been renamed to have testing_xxxx as prefix.
Finally, also modified calendar/tests/events/events_test.php because it uses
some renamed (core_calendar_externallib_testcase => \core_calendar\externallib_test)
classes.

Note that in this case, there wasn't any case of upgradelib
functions being used, hence we haven't to deprecate/remove
anything in codebase. When there is such a need, that is done
in separate commits (one for each function) and documented here.

Why 20210525? (25th May 2021) ?
Because master is going to be Moodle 4.0, to be released
on November 2021. And, until then, we are going to have
a couple of "intermediate" releases:
- Moodle 3.10 to be released 9th November 2020. (2020110900)
This version will be using versions from today to 2020110900
(once it's released the YYYYMMDD part stops advancing).
- Moodle 3.11 to be released 10th May 2021. (2021051000)
This version will be using versions from 3.10 release to 2021051000
(once it's released the YYYYMMDD part stops advancing).
That means that all versions from today to 2021051000 are going
to be used by those 2 "intermediate" releases (3.10 and 3.11).
And we cannot use them in master, because it's forbidden to have
any overlapping of versions between branches (or different upgrade
paths will fail).
So, get that 2021051000, let's add it a couple of weeks to cover
the on-sync period (or a 2 weeks delay max!) and, the first version
that master can "own" in exclusive (without any overlap) is, exactly,
25th May 2021, hence our 20210525.
These functions were used only by deleted upgrade steps
so it's safe to proceed with straight deletion, considering
them internal. Deletion has been documented in corresponding
upgrade.txt files:
- filter_mathjaxloader_upgrade_cdn_cloudflare()
- filter_mathjaxloader_upgrade_mathjaxconfig_equal()

The MathJax filter used to break mathematics if inline math was
used inside display math. Nolink spans were added around
the inline math even though it was nested inside another math
environment. This fix is aware of the nesting so that the spans
may be inserted only at the outer math environment. No regular
expressions are used because they do not support detecting
arbitrary, unlimited nesting of parentheses in the text, which
is now needed.
LTS (3.5) requires previous LTS (3.1)

The Accessible.js config loads accessibility-menu extension which in
turn loads mathjax-sre.js library. There is a bug in this library
https://github.com/zorkow/speech-rule-engine/issues/182 that makes it
fail in RequireJS environments. This has been reported upstream as
https://github.com/mathjax/MathJax/issues/1854
As an immediate solution for now, this patch changes the default MathJax
configuration so that it does not load accessibility extensions at all.
