Create or update the breadcrumbs in the site administration
pages where it is required.
Highlight the corresponding site adminstration tab.
Highlight the primary nav to Site administration when user
is navigating to any of the site administration pages.
Also changed the boostnavbar so that the nodes in the secondary
navigation are not shown in the breadcrumbs when user is in site
administration page.
All restore_date_test, api_test, rule_test, plugin_test,
manager_test, helper_test testcase classes:
- Namespaced with component[\level2-API]
- Moved to level2-API subdirectory when required.
- Fixed incorrect use statements with leading backslash.
- Remove file phpdoc block
- Remove MOODLE_INTERNAL if not needed.
- Changed code to point to global scope when needed.
- Fix some relative paths and comments here and there.
- All them passing individually.
- Complete runs passing too.
Special mention to:
- All restore_date_test cases have been put under xxx\backup
level 2 (valid API) namespace.
As far as now all them have correct privacy level2 namespace:
- Move them to "privacy" subdir.
- Rename the files to "provider_test.php", this includes old
privacy_test.php and privacy_provider_test.php files
- Rename the testcase to provider_test too (to match file name)
Also, change some relative paths and comments to point to new
locations.
All privacy_test and privacy_provider_test classes:
- Namespaced with component\privacy.
- Fixed incorrect use statements with leading backslash.
- Changed code to point to global scope when needed.
- Renamed a few files to make all be privacy_test or privacy_provider_test.php
- All them passing individually.
- Complete runs passing too.
All the setup/teardown/pre/post/conditions template methods
now are required to return void. This was warned with phpunit 7
and now is enforced.
At the same time, fix a few wrong function names,
provider data and param types, return statements...

Why 20210525? (25th May 2021) ?
Because master is going to be Moodle 4.0, to be released
on November 2021. And, until then, we are going to have
a couple of "intermediate" releases:
- Moodle 3.10 to be released 9th November 2020. (2020110900)
This version will be using versions from today to 2020110900
(once it's released the YYYYMMDD part stops advancing).
- Moodle 3.11 to be released 10th May 2021. (2021051000)
This version will be using versions from 3.10 release to 2021051000
(once it's released the YYYYMMDD part stops advancing).
That means that all versions from today to 2021051000 are going
to be used by those 2 "intermediate" releases (3.10 and 3.11).
And we cannot use them in master, because it's forbidden to have
any overlapping of versions between branches (or different upgrade
paths will fail).
So, get that 2021051000, let's add it a couple of weeks to cover
the on-sync period (or a 2 weeks delay max!) and, the first version
that master can "own" in exclusive (without any overlap) is, exactly,
25th May 2021, hence our 20210525.

Private files uploaded by email will now honour the file quota limit,
because the filesize is set correctly and checked against users'
remaining personal quota limit. Previously, attachment size was always
set to zero, and quota was checked against the draft area (this is
not valid for email uploads, because each file is moved out of the
draft area as it is processed, so multiple files totalling greater
than the remaining quota would still pass the check).

The new recordset support for Postgres requires transactions and
will cause errors if recordsets are not closed correctly. This
commit fixes problems that were identified during unit tests, and
via some basic code analysis, across all core code. Most of these
are incorrect usage of recordset (forgetting to close them).
This commit groups all mail settings under Server node, splitting into
two categories: Outgoing mail configuration and Incoming mail configuration.
Also, it make maildomain setting available on the Email settings page.
Existing language strings for the host component suggest that the host can
be provided in the format hostname:port, but we previously did not support
this.
This patch explodes the string based on the colon character and assumes
that if there are two parts, that they are in the format hostname:port.
Note: This does not attempt to deal with full host specifications (e.g.
protocol://hostname:port), as this is beyond the scope of this change.
dirname() is a slow function compared with __DIR__ and using
'/../'. Moodle has a large number of legacy files that are included
each time a page loads and is not able to use an autoloader as it is
functional code. This allows those required includes to perform as
best as possible in this situation.
