Create a new subsystem for communication and create
associated experimental settings to safely use the
new subsystem.

A new developer setting that adds comments in the page HTML specifying
which template is used to render each part of the page. It can be set
form the site admin development tab and it is stored
as $CFG->debugtemplateinfo.
The previous default value for this config was based on the
PHP ini file `display_error` property (6349a3ba). However we
override this propertly during page setup (25338300) according
to the value of the configuration itself.
This had the effect of always setting the default value for
this config to it's current value.
PHP7 doesn't have any default XHProf support and all other
investigated forks don't have stable PHP7. Tideways is under
active development and is easy to install. The data format
is compatible with XHProf so it is a drop-in replacement in that way.
* Upgrades existing data so that the groupmembersonly option is
replaced with equivalent data for the new availability API.
* Removes the database field and admin setting used for
groupmembersonly.
* Changes core modinfo library to remove/deprecate groupmembersonly
data and functions.
* Changes other core library files to remove groupmembersonly
references.
Includes deprecation of several functions, listed in lib/upgrade.txt.
Set xhprof default settings, even if xhprof is not installed.
If xhprof is not installed, hide profiling admin settings,
else show them.
This is needed, because if xhprof is installed, then it will
fail all non-js behats which navigate to setting under
site administration, as profiling settings get displayed on
default admin page.

The new experimental setting enabletgzbackups allows backups to be
created so that the internal format for .mbz files is .tar.gz.
Restore transparently supports .mbz files with either internal
formats (.zip or .tar.gz).
The .tar.gz format has the following benefits for backup:
- Supports larger files (no limit on total size, 8GB on single file
vs. 4GB limit on total size)
- Compresses text better, resulting in smaller .mbz files.
- Reports progress regularly during compression of single files,
reducing the chance of timeouts during backups that include a
very large file.
Time performance may also be improved although I haven't done a
direct comparison.
This fixes WCAG 2.0 compliance because we were already using HTML5 markup.
The strict XML headers setting never worked for production servers, developers
used browser validators for compliance testing. XHTML 5 option is relatively
similar to this obsolete option, but still it can not be used on production servers.
XHTML Strict 1.x was a standardised dead end, HTML5 is the new de-facto-standard
supported by all major browsers including latest versions of IE.
Please note nothing changes in our coding style because HTML5 is a superset of
several previous standards, it is recommended to use only features that are
already implemented in all our supported browsers.
