MDL-61407 question: Add null_writer for all behaviours
...
Behaviours do not store any personal data.
Any contrib behaviour which does store personal data should utilise the
standard export interfaces as this subsystem will not call them directly.

Before it just said 'Not complete'. It is more helpful to show the number
of tries remaining in this state as well.

MDL-20636 It is now possible to save a truefalse question you have created.
...
This includes all the necessary DB upgrades.
Also all unit tests in question/type/simpletest and question/type/truefalse now pass.
