On low level, standard grading strategies subplugins do not store
personal themselves. They make use of the grades storage provided by
the workshop itself. What they do contain though is the information
about how the assessment forms were defined. And they are also
responsible for correctly interpreting the values in the central grades
table.
Grading strategies fulfil the contract with the parent workshop module
by implementing the workshopform_provider interface. That gives them a
chance to export data about the assessment form to each of exported
assessment.
LTS (3.5) requires previous LTS (3.1)
This just deletes all the upgrade steps previous to 3.1.0. Some
small adjustments, like adding missing MOODLE_INTERNAL or tweaking
globals can also be applied when needed.
Also includes an upgrade step to prevent upgrading from any
version < 2016052300 (v3.1.0) as anti-cheating measure.
Next commit will get rid of/deprecate all the upgradelib functions
not used anymore in codebase.

dirname() is a slow function compared with __DIR__ and using
'/../'. Moodle has a large number of legacy files that are included
each time a page loads and is not able to use an autoloader as it is
functional code. This allows those required includes to perform as
best as possible in this situation.

An old CSS rule which doesn't seem to serve any purpose any more was
causing the "drag and drop not supported" message to be displayed (even
when incorrect) in the workshop assessment form when using a list-view
rubric as the grading strategy.

Note: On purpose, the course format social wrong version (2015102100)
has been kept unmodified. Looking forward a solution right now.
The availability restrictions that apply to user lists (group, grouping)
now apply in workshop:
* In user lists.
* When randomly allocating users (also now works as expected if you use
group mode and a grouping with the activity).
Obvious problems emerged once there were some records in the
workshopform_rubric table with no workshopform_rubric_levels. As l.id
(empty in that case) was used as the key of the returned array, they all
were collapsed into a single one.
