ROLES AND PERMISSIONS - FIRST CHECK-IN

WARNING: DEV IS CURRENTLY VERY UNSTABLE.
This is a mega-checkin of the new Roles system. A lot of changes have
been made in core and modules.
Currently there are a lot of rough edges and known problems. We are
working hard on these .. .the reason for getting this into HEAD at this
stage is enable us to move faster (our branch was diverging from HEAD
too much).
Please keep an eye on http://docs.moodle.org/en/Roles for current status
and information for developers on how to use the new Roles system.

assignment: count_user_files() no longer creates extraneous dirs (bug#4658)
...
Applied the fix by Samuli.Karevaara, from the bug report - the directory is checked for existence beforehand.
Previously it was created if it didn't exist, then the files within it were counted.

Integrating the "AU Assignment type" into Moodle (which was based on

It's not tested and probably needs polishing, but people seem to love it
as it is.

Added default values where needed for columns in the MySQL creation script mysql.sql.
...
Added default values to migrate2utf8.xml, for any varchar and text field types, if the default values for these fields were not defined as '' in the MySQL table creation script.

Abstracted a bit of the restore procedure to allow for silent restoring.
...
Added new function, import_backup_file_silently
Changed everything that prints stuff to check for a constant first.
Backup_flush checks a different constant, this is so that output can still
get flushed to the browser when necessary but not print <li>s everywhere.
Please test this!

It needs A LOT of testing and probably some prettyifying too.
