These steps are currently using Atto-specific UI features and must
therefore make use of the @editor_atto tag to ensure that they continue
to run using Atto.
A new issue will be raised to migrate each of these to be
editor-agnostic.
This re-applies the same fix that was used for the central mod form
to the workshop activity. This is needed because the completion
support for this module is custom (there are 2 grade items), hence
the validations are also custom.
For more information, read the previous commit and MDL-74516
Unfortunately, because of a related bug with assessment completion
(see MDL-69690) we cannot provide automated testing for this
activity. Manual instructions will be provided instead.
This adds a condition to check if Online text is used
for the submission. The functions file_postupdate_standard_editor
and file_postupdate_standard_filemanager needs the property
content_editor of the formdata.

Unfortunately the babel minify-mangle plugin seems to be abandoned and
in certain circumstances can be very buggy. The only safe options are to
disable it, or to switch to a different minification library.
Not minifying our javascript is not ideal, so this commit updates the
javascript tasks to use a rollup, combined with babel, and terser.
Babel still converts code from ES/UMD/AMD to AMD modules with the
relevant browser support, whilst terser minifies the code.
The rollup bundler handles tracking and creation of sourcemaps, and
supports better parallelisation of the tasks.
Since the upgrade to Node LTS/Gallium requires an upgrade to @babel/core
and eslint, which change the built files anyway, this seems like the
ideal time to make this change.
Introduces some changes to the exising _extend_settings_navigation()
methods that utilize the global $PAGE object. In order to accomodate
the changes done for the secondary navigation for single activity
courses, the methods that extend the settings navigation can no longer
rely on the $PAGE object, instead the more reliabe way to obtain this
infomation is through the get_page() method from settings_navigation
class.
Note that, instead of going one by one to them from the XMLDB Editor
(load, makes some tiny change, save, revert the change, save), the
report includes a commented line that, once uncommented, does regenerate
the file while reporting.
I've left it there as a commodity for the developer.

Finally, also modified calendar/tests/events/events_test.php because it uses
some renamed (core_calendar_externallib_testcase => \core_calendar\externallib_test)
classes.
All events_test, external_test and search_test classes:

For classes with many students, there may be valid cases for having more
than 30 reviews per submission / reviewer.
The patch changes the type of the input field so that it can freely
editable to any integer value.
