This commit adds an additional environment check for the unsupported
PHP 8.1 version to Moodle 3.9.x, 3.11.x and 4.0.x.
It also updates the lang string for unsupported PHP version.

The $CFG->enabledashboard setting has been added to Appearance >
Navigation, to let admins disable the "Dashboard" option from the
primary navigation.
This commit also changes the behaviour of get_home_page(), to take
into account this setting and adds a new method, get_default_home_page(),
to return the expected default home page (that wil be used when current
default page is not defined or valid).
On some larger sites, processing the navigation with format_string will
habitually load all the contexts for navigation which can take 400+ DB
queries. Explicitly tying all those format_string calls to the system
context reduces this overhead to a single DB query that probably has
already been run on the page previously.

The following lang strings have been undepecated, as they are still
in use:
* errorcoursewronglypublished, core_hub
* eventrolecapabilitiesupdated, core_role
Not all global search configurations offer the same results as the
default course search does.
The default course search will return courses that the user can see
the details of even if they can see them via a category, even if
they are not enrolled and cannot enrol themselves on it.
The equivalent global search configuration is:
* Global search is enabled
* The course indexing is enabled
* All the name and summary of all courses are included in the results
This patch will only let global search replace the default course
search when those criteria are met.
It will also display on the global search configuration page if global
search will replace the legacy course search.
The Flash Player was deprecated in 2017 and officially discontinued
on 31 December 2020, so media_swf player has been completely
removed from Moodle core.
This optional environmental check will look if:
- the site is running php72.
- the site has igbinary extension enabled.
- the igbinary extension version is a buggy one >=3.2.2 <= 3.2.4
- the bug is reproducible.
And will warn if all the conditions are met.
This commit implements the qbank plugin type which
includes the boilerplate for the qbank plugin, the
qbank plugin management admin page and required core
code addition.
Convert to system report API provided by Report builder. The entity
defined the column and filters, which are used by the system
report class we have created.
Report actions are also defined in the system report.
Improve the Test outgoing mail configuration admin page adding:
- Timestamp to the subject and message text.
- Additional subject text to the current text subject.
- From field (username or email) to send the test email from the that Moodle user.
When defining settings that are used by scheduled tasks,
it is also useful, or even needed, to know the status
of that scheduled task to have the whole big picture of
that part of the system.
Based on the admin_setting_description, this new setting
reports its name, its status, a link to the configuration.
When adding a new setting of this type, the user can add
an extra description field to complete the whole meaning.
