MDL-9318 Improving the maxbytes setting.

Maxbytes admin is now a dropdown box, and has the option to set as 'server limit'.
get_max_uploaded_sizes will now add maxbytes to its list of settings, if its
available for selection.

PARAM_PATH can be used only for relative paths, there is no parameter type for absolute paths that would be compatible with win32 - use PARAM_RAW for now, add file_exists validation later MDL-7617
