It seems that the new phpcs3 checker is now controlling those
line comments that previously were ignored.
This commit just looks for all the cases and bulk-add
them when needed. The bash script (mac) used to add all them is:

Note that, because we are under parallel development period,
this is being done in the branch that is going to be released
(MOODLE_311_STABLE already existing) for Moodle 3.11.0 and
not in master, that is the one getting the bump under normal

Sheduled tasks for syncing users with external sources for auth_ldap
and auth_cas. Using task is simplier than setting separate cron
job for running cli script. Task are disabled by default.

Note: On purpose, the course format social wrong version (2015102100)
has been kept unmodified. Looking forward a solution right now.
This has been introduced in 2.5, so when upgrading from previous versions
make sure we set a default value. Otherwise, we get a notice about it
being undefined when we try to use it (and we always try to use it!).
They now share most of the code again, this time via subclassing, and they
share some code with enrol/ldap. They have also gained some features and a few
fixes.
